Conditions prior to leader gaining power: 

Political: Stressed tightly organized city states ruled by a king who claimed divine authority. Government involved religion and enforced its duties. It also had a court system. Kings were military leaders in war. 

Social: 

Economic: Not good. Hammurabi improved them after gaining power.

Ideology, motivation, and goals: “I, Hammurabi, the devout, god-fearing prince, cause justice to prevail in the landby destroying the wicked and the evil, that the strong might now oppress the weak.” So, basically, he wanted to create a set of laws to create structure and organization in his civilization. 

Significant actions and events during term of power: He created a law system that created order within his country. 

Short-term effects: Created order in his country .

Long-term effects: Started the idea of law systems all over the world.
